Usually when you backup and restore your files from TI Connect, it just restores your programs and variables, not the actual operating system. Try sending it the update again, or find a copy of your old OS on the internet somewhere and try sending that to the calculator. If that doesn't work, you could try finding a friend with a TI Plus and having them send you their OS over a link cable.
